CHCANYS EM Team continues to engage in citywide healthcare emergency preparedness activities spearheaded by the NYC Department of Health and Mental Hygiene (DOHMH).
On December 20, 2018, the team attended another meeting of the DOHMH’s Health Care Coalition (HCC) Leadership Council in the Bronx. Here are the highlights from the meeting:
NYC HCC Leadership Council
This meeting was jointly hosted by DOHMH and the Bronx Emergency Preparedness Coalition (BEPC) and was held at the New York City Health + Hospitals' Jacobi Medical Center in the Bronx. Opening remarks were provided by William Lang, DOHMH's Director for Health Care Coalitions. Mr. Lang was joined by Louis Kaplan, Co-chair of the BEPC.
The introductions were followed by the report on borough coalitions, provided by Janice Halloran, Associate Executive Director of Clinical Services at Jacobi Hospital and BEPC's co-chair. Ms. Halloran provided attendees with an overview of the BEPC history, as well as previous and current initiatives undertaken by this coalition. Ms. Halloran's presentation was followed by a larger conversation on BEPC's role in preparedness outreach efforts and the strategies BEPC utilizes for mutual aid and communication plans.
A robust conversation followed the formal presentation. The larger group was split into smaller workgroups to discuss what role a borough coalition within the structure of the NYC HCC, could serve. While hospitals and other acute / residential facilities were viewed as those with a bigger role in response, community health centers were also viewed as a potential effective partner to "de-compress" other facilities when appropriate. The conversation on the role of coalition partners will continue.
Dr. Celia Quinn, Executive Director for the Bureau of Healthcare System Readiness (DOHMH) provided a coalition-wide update on relevant topics, such as the upcoming changes in the structure of the HCC funding via ASPR /CDC (more information to follow) and staff changes at DOHMH. Dr. Oxiris Barbot was named NYC Health Commissioner by Mayor DiBlasio. Dr. Barbot, who had previously served as first deputy commissioner, has been the acting leader of the department since the departure of former commissioner Dr. Mary Bassett in late 2018. A native of the Bronx and a pediatrician, Dr. Barbot previously served as medical director for New York City’s schools and as Baltimore’s health commissioner from 2010 to 2014.
