Primary Care Emergency Management Program - New FQHC Technical Assistance Program To Begin This Fall

Community Health Care Association of New York State (CHCANYS) and its extension,  

PCEPN, encourage New York City-based federally qualified health centers (FQHCs) to participate in the new program launching later this year*. 

 

The New York City Department of Health and Mental Hygiene (NYC DOHMH), Office of Emergency Preparedness and Response (OEPR) will be launching a new program in the fall (September 2017). The program is called the Primary Care Emergency Management Program (PCEMP), and will serve to provide FQHCs with free on-site Technical Assistance (TA) to support them in meeting the new requirements for the CMS Emergency Preparedness Final Rule

 

The program will run for nine months (9) from September 2017 to June 2018. The program consists of two educational sessions (Fall/Spring) covering the following topics:

  • Risk Analysis

  • Policies and Procedures

  • Communications Plans

  • Testing and Training (Exercise)

The program structure is as follows: Two educational sessions and one tabletop exercise (the same individuals are asked to attend the 2 educational sessions):

 

 

Primary Care Emergency Management Program Educational Session I

  • Audience: FQHCS Administrators, Clinical Staff, Emergency Managers

  • Date: Wednesday, November 8, 2017

  • Time: 8:30 - 4:00pm

  • Topics to be covered:

    • Risk Analysis

    • Policies and Procedures

 

Primary Care Emergency Management Program Educational Session II

  • Location: TBA

  • Audience: FQHCs Administrators, Clinical Staff, Emergency Managers

  • Date: Tuesday, February 6, 2018

  • Time: 8:30 - 4:00pm

  • Topics to be covered:

    • Communications Plan

    • Testing, Training and Exercises

 

Primary Care Tabletop Exercise

  • Location: TBA

  • Audience: FQHCs Administrators, Clinical Staff, Emergency Managers

  • Date: Tuesday, May 22, 2018

  • Time: 8:30 - 4:00pm

 

The program will culminate with a Tabletop Exercise on May 22, 2018, to test policies and procedures with NYC DOHMH and other external partners. This exercise will meet the CMS EP Final Rule requirement for exercising with community partners. Additionally, each site will be assigned a facilitator/coach with expertise in Emergency Management to assist them throughout the nine months.
